Code of Maryland Regulations​​

The Code of Maryland Regulations, often referred to as COMAR, is the official compilation of all administrative regulations issued by agencies of the state of Maryland. The School Safety Subcabinet Regulations fall under Title 14 and are administered for the Subcabinet by the Maryland Center for School Safety (MCSS)​


Regulatory Review Process

School Safety Subcabinet regulations will be regularly updated and evaluated. The purpose of the review is to determine whether the regulations are necessary for the public interest, continue to be supported by statutory authority and judicial opinion, or are appropriate for amendment or repeal.

Each newly proposed regulation is published in the Maryl​and Register​. The Maryland Register is an offici​al publication of the State of Maryland that is published every two weeks. Every proposal describes how and when to submit comments.

Note on Statutes vs. Regulations

The Maryland General Assembly enacts statutes. State agencies adopt, amend, and repeal regulations under the authority granted to them by statutes. Unless the General Assembly has created an exemption, agencies must follow the procedures in the Maryland Administrative Procedure Act when adopting, amending or repealing regulations.
