FAQ for HCG Grant
1. My organization qualifies for the Hate Crimes Grant; but we have multiple locations that are impacted by hate crime incidents within the State. Can we submit one application for all the locations?
- No. MCSS will accept applications for multiple locations. However, one application must be submitted for each eligible location.
2. Will my application be reviewed on a first come first serve basis?
- No. Except for the non-competitive grants, all applications will be reviewed after the submission deadline.
3. Who owns the equipment purchased with the grant funds?
- Grantee owns the title to equipment purchased with grant funds; however, it is important to note that the equipment must only be used by the program or project for which it was acquired.
4. Is it considered ‘double dipping’ if I receive funding from another state agency for the same type of grant?
- Yes. While eligible entities are encouraged to apply for various State grants, it is important to avoid submitting duplicate requests to various agencies in order to solicit awards. The State will require a full payment from any grantee deemed to have obtained multiple State grants for the same project. This could also result in an entity not being eligible to apply for any State of Maryland issued grants.
5. Are security personnel hired to secure school premises or a childcare center allowed to work outside of school hours and on weekends?
- Yes, however, request for reimbursement may only be requested for costs incurred during instructional hours, Monday through Friday. Weekend costs will not be reimbursed under the MCSS Hate Crimes Grant.
6. If our school has been approved for several HCG projects, can we submit a request for reimbursement each quarter?
- The school may submit a request for reimbursement on a quarterly basis if the project is fully completed and paid for.
7. Can the Hate Crimes Grant funds be used for training and exercises associated with hate crime incidents?
- Yes, all exercises under this category must be completed by a professional and must follow the Homeland Security Exercise Evaluation Program guidelines.
8. If the school identifies another security project that is determined to be priority over an approved project or a modification is required for an approved project; what is the process to request funding realignment and what is the timeline to submit?
- Any requests for grant realignment or modifications of any kind to any portion of the award that exceeds $1,000.00 must be submitted in writing prior to occurrence using the MCSS template found on the MCSS website. Realignment requests must be submitted within 45 days of the grant performance end date.
